ChatGPT and Codex will share one usage limit from December: what changes for you

From December 2026, ChatGPT Plus, Pro and Business users will share one token-based allowance between ChatGPT and Codex. Here's what we know, what we don't, and how to prepare.

If you pay for ChatGPT, a change is coming in December. According to an update to OpenAI’s Help Center on October 31, 2026, ChatGPT and Codex will share one usage allowance for Plus, Pro and Business subscribers. That means heavy coding in Codex could leave you with less room for ChatGPT, and the other way around. Here’s what we know, what we don’t, and how to prepare.

What is changing?

Right now, ChatGPT (the chatbot) and Codex (OpenAI’s AI coding agent) have separate usage limits. From December, they will draw from one shared pool. OpenAI’s Help Center reportedly says:

“Starting in December, Plus, Pro, and Business plans’ usage allowance will be shared across ChatGPT and Codex.” OpenAI Help Center

The allowance is reportedly token-based. A token is a small piece of text, about three-quarters of a word. Long chats, big files and large coding tasks use more tokens than quick questions.

Which plans are affected?

  • Plus: yes
  • Pro: yes
  • Business: yes
  • Free, Enterprise and Edu: not named in the quoted text. Reports disagree on whether they are included, so wait for official details.

What we know so far

  • Instant chat is reportedly excluded from the shared pool. Quick “Instant” replies in ChatGPT shouldn’t eat into your Codex budget, though Instant is still not unlimited.
  • You can see your usage under Settings > Usage, including how much is left and when it resets.
  • When you hit the limit, you can wait for a reset, upgrade your plan, or buy credits for eligible features.
  • Fast mode costs more: reportedly 2.5 times the standard rate against your included usage.
  • Codex with an API key still works through the CLI, SDK or IDE at normal API prices, but without cloud features like GitHub code review.

What we don’t know yet

OpenAI has not published the size of the new allowances. Other open questions:

  • How chat tokens and coding tokens are counted against each other
  • Whether the current five-hour and weekly limits will stay
  • The exact start date in December
  • How Enterprise and Edu plans are handled

Some pricing pages reportedly don’t match the new model yet. We’ll update this article when OpenAI shares more.

Who will notice the change most?

  • Developers who use Codex a lot. Long coding sessions can use many tokens, which may leave less for everyday ChatGPT use.
  • Power users on Plus. Plus has a five-hour usage window today, so heavy use of both tools could hit the limit faster.
  • Business teams. Admins may need to watch usage more closely, especially if they buy extra credits.

If you mostly use ChatGPT for quick questions and writing, you may not notice much difference, especially if Instant replies stay outside the pool.

How to prepare

  1. Check your current usage in Settings so you know your normal pattern.
  2. Use Instant for simple questions and save advanced models for harder tasks.
  3. Keep coding prompts focused. Give Codex only the files it needs instead of the whole project.
  4. Avoid Fast mode unless speed really matters.
  5. Compare alternatives if you’re often at the limit. Our guide to the best free AI tools in 2026 compares ChatGPT, Gemini and Claude.

Why is OpenAI doing this?

OpenAI hasn’t explained its reasons in detail. But a single pool is simpler to manage, and it lets people use their plan on whichever tool they need most. It also comes as AI companies face huge computing costs and investor pressure. According to the Financial Times, OpenAI recently cut its funding round target.
